Expands volunteer restrictions to apply to school districts, county offices of education, and charter schools, prohibiting persons required to register as sex offenders from serving as nonteaching volunteer aides.

Authorizes automated records checks of prospective volunteer aides to determine conviction history for sex offenses, felony controlled substance offenses involving minors, and violent or serious felonies.

Prohibits persons convicted of sex offenses, violent or serious felonies, or felony controlled substance offenses involving minors from serving as nonteaching volunteer aides, except that such persons become eligible 5 years after conviction.

Requires noncertificated candidates in pupil activity programs to obtain Activity Supervisor Clearance Certificates, with exemptions for volunteer supervisors in nutritional periods and nonteaching volunteer aides under direct certificated supervision.

Applies restrictions on employment of persons convicted of sex offenses and controlled substance offenses to charter schools, and authorizes subsequent arrest notification service through the Department of Justice.
