Allows counties classified as "18th class" to issue up to 5 additional new on-sale general licenses per year for bona fide public eating places until January 1, 2016, with a maximum total of 15 licenses under this provision.

Requires qualifying premises to have seating capacity for 50 or more diners to be eligible for a license under this section.

Permits current holders of valid on-sale general seasonal business licenses to apply for original on-sale general licenses under this exception.

Prohibits transfer of licenses issued under this section to other counties or to premises that do not meet the qualifying requirements.

Establishes that the department shall follow standard procedures set forth in Section 23961 when issuing these licenses.
