Authorizes directors, heads, or principals of private schools to designate schoolbus stops for loading, unloading, and school activity trips, in addition to school district superintendents.

Extends to private schools the prohibition on activating warning lights and stop signal arms at locations determined to present traffic or safety hazards with Department of California Highway Patrol approval.

Permits transit systems to enter into agreements with private schools for loading and unloading passengers at designated curb spaces, subject to California Highway Patrol authorization.

Requires schoolbus stops lacking clear visibility from 200 feet in each direction (or 500 feet on highways with speed limits over 25 mph) to be authorized on an annual basis by the Department of California Highway Patrol upon request from school district superintendents or private school administrators.
