Requires local agencies to submit annual audit reports under the federal Single Audit Act to the Controller within 9 months after the end of the audited period or per applicable federal/state law.

Authorizes the Controller to appoint a certified public accountant to complete an audit if a local agency fails to submit the required report, after first notifying the agency and allowing reasonable time to comply; costs are borne by the local agency.

Mandates all audits for local agencies be performed by a certified public accountant or public accountant licensed and in good standing with the California Board of Accountancy.

Prohibits local agencies from employing the same public accounting firm's lead, coordinating, or reviewing audit partner for more than six consecutive fiscal years beginning in 2013-14, unless the Controller waives the requirement due to unavailability of other eligible firms.

Requires the Controller to refer instances of unprofessional conduct and repeated failures to disclose noncompliant acts to the California Board of Accountancy.
