Requires the Insurance Commissioner to designate a licensed rating organization as statistical agent to gather and compile workers' compensation insurers' loss and expense experience statistics.

Prohibits the Commissioner from designating a rating organization as statistical agent unless it agrees to comply with the Bagley-Keene Open Meeting Act and California Public Records Act regarding activities related to its statistical agent role.

Requires any disputes between the designated rating organization and parties seeking to enforce open meeting or public records laws to be resolved in court, with the Commissioner not obligated to defend the rating organization in such proceedings.

Prohibits the designated rating organization from releasing information or communications determined to be confidential under state law, even if requested under the Bagley-Keene Open Meeting Act or California Public Records Act.
