Amends the Budget Act of 2012 by revising Item 6120-011-6029 of Section 2.00, increasing the appropriation for California State Library's Program 10-State Library Services from $562,000 to $662,000 for administration of the California Cultural and Historical Endowment.

Funds are drawn from the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Fund, with expenditures limited to amounts authorized under Proposition 40.

Designates the act as a Budget Bill under Article IV, Section 12(e) of the California Constitution, taking effect immediately upon passage.
