Authorizes local law enforcement agencies in Fresno County to transfer arrested persons to jail facilities in contiguous counties, either prior to booking or upon scheduled release due to overcrowding if the person is identified as high risk to reoffend.

Requires written agreements between the transferring law enforcement agency and receiving jail facility governing booking, housing, transportation, and maximum number of transferees accepted at any time.

Makes the transferring local law enforcement agency responsible for all costs, claims, and liability associated with transfers, except when the Fresno County Sheriff's Office is the transferring agency.

Clarifies that these provisions do not apply to or affect criminal justice realignment laws enacted by Chapter 15 of the Statutes of 2011.

Declares that a special law for Fresno County is necessary due to unique safety issues relating to prisoner release prior to sentencing.
