Authorizes Los Angeles, San Diego, and San Bernardino counties to increase the motor vehicle registration fee from $1 to $2 upon adoption of a board of supervisors resolution, with resolution submission to the Department of Motor Vehicles required at least 6 months before implementation.

Increases the additional service fee on commercial motor vehicles from $2 to $4 in counties that adopt the fee increase, with the same 6-month advance notice requirement.

Requires participating counties to submit quarterly expenditure reports to the California Highway Patrol and annual fiscal yearend reports to the Controller detailing fund receipt, expenditure, stolen vehicle recovery data, and vehicle theft prevention activities.

Provides that fee revenues shall be used exclusively to fund local police and prosecutor programs for vehicle theft crimes; counties with populations of 250,000 or less may also use funds for DUI and vehicular manslaughter prosecutions.

Suspends fee collection authority for any county failing to submit required reports by specified deadlines or using fee revenues inconsistently with this section, with authority restored after one year of suspension.
