Petitioner must serve preliminary declaration of disclosure either concurrently with the petition for dissolution or within 60 days of filing; respondent must serve within 60 days of filing response, with extensions allowed by written agreement or court order.

Preliminary declaration of disclosure must now include all tax returns filed by the declarant within the 2 years prior to the date the declaration is served.

Eliminates requirement that courts consider a child's attorney's statement of issues and contentions when determining custody or visitation.

In child custody and visitation proceedings, court must order attorney's fees and costs for an unrepresented party if court finds disparity in access to funds to retain counsel and one party can pay for both parties' legal representation.
