AB 1434 Summary

• Adds employees and administrators of public or private postsecondary institutions to the list of mandated reporters for child abuse and neglect, if their duties regularly involve contact with children or supervising those who do.

• Mandated reporters must report child abuse or neglect occurring on the institution's premises or at official activities/programs; failure to report is a crime punishable by up to 6 months jail, $1,000 fine, or both.

• Includes multiple alternative versions that incorporate amendments from related bills (AB 1435, AB 1713, AB 1817, SB 1264) depending on which bills are enacted, with only one version becoming operative based on enactment order.

• Expands mandated reporter definition to include athletic coaches and administrators at K-12 schools, athletic coaches at postsecondary institutions, and commercial computer technicians in some operative versions.

• Provides no state reimbursement for local agencies or school districts, classifying costs as resulting from creation of new crime definitions under Government Code Section 17556.
