Establishes conditional voter registration allowing eligible voters to register and cast provisional ballots during the 14 days before an election or on election day itself.

Conditional registrations become effective if county elections officials verify the registrant's eligibility and match their information to California Department of Motor Vehicles or federal Social Security Administration databases, or if information cannot be verified but the registrant is otherwise eligible.

Requires county elections officials to offer conditional voter registration and provisional voting at all permanent offices, with discretionary authority to offer these services at satellite offices on election day.

Increases criminal penalties for voter registration fraud from unspecified amounts to up to $25,000 in fines and county jail time up to one year, plus civil fines up to $25,000.

Provisions become operative January 1 following the year the Secretary of State certifies the state has a Help America Vote Act compliant statewide voter registration database.
