Establishes automatic annual minimum wage adjustments beginning January 1, 2013, calculated using the California Consumer Price Index to maintain employee purchasing power.

Adjusts minimum wage by multiplying the prior year's August 31 wage by the inflation percentage and rounding to the nearest five cents ($0.05).

Prohibits the Industrial Welfare Commission from reducing the minimum wage or making upward adjustments when inflation for the previous year was negative.

Allows the Industrial Welfare Commission to increase the minimum wage by an amount greater than the calculated adjustment formula.

Requires the Industrial Welfare Commission to publicize the automatically adjusted minimum wage amount annually.
