County child welfare agencies must review and prepare a written report within 60 calendar days of determining that abuse or neglect caused a child's death, including analysis of circumstances, evaluation of whether services could have been improved, and recommendations for service improvements.

County child welfare agencies must submit completed death review reports to the State Department of Social Services within 10 business days of completion.

State Department of Social Services annual report on child fatalities, beginning January 1, 2013, must include information from county death review reports, child death data by county, compliance with reporting requirements, multi-year comparisons, and percentage of deaths involving children who previously received child welfare services.

Existing law requirements for release of child fatality records within 5 business days remain unchanged, with specified documents to be released within 10 business days of request or investigation disposition.

Bill imposes state-mandated local program requirements with provisions for state reimbursement of costs if determined by the Commission on State Mandates.
