Requires generators and receiving facilities to maintain tracking documents or simplified logs showing pharmaceutical waste transfers, with notification requirements for discrepancies that may indicate diversion.

Mandates that pharmaceutical waste be secured from unauthorized access and that any suspected tampering, unauthorized access, or loss be reported to appropriate state licensing authorities.

Amends medical waste management plan requirements for small and large quantity generators to include common carriers transporting pharmaceutical waste as an alternative disposal method.
