Mandates buy-here-pay-here dealers pay 100% of labor and parts costs for warranty repairs, with option to cancel the sale and provide full refund instead of repairing.

Prohibits buy-here-pay-here dealers from requiring in-person payments (except downpayment), using electronic tracking technology without written consent, or disabling vehicles with starter interrupt devices except under specified conditions with 48-hour warning.

Voids any agreement that waives, limits, or disclaims warranty requirements and deems a warranty issued if a dealer fails to provide one.

Establishes that violations of payment, tracking, and starter interrupt technology prohibitions are misdemeanors punishable by fines up to $1,000.
