Adds Section 41857 to the Education Code prohibiting the Legislature from reducing funding for home-to-school transportation below the amount established in the Budget Act of 2011, commencing with the 2012-13 fiscal year and each subsequent fiscal year.

Expresses legislative findings that reductions to home-to-school transportation disproportionately harm low-income and disadvantaged students' ability to access schools equally.

States legislative intent to fund home-to-school transportation at the level approved in the Budget Act of 2011.

Declares that the state has a constitutional responsibility to ensure pupils receive equal educational opportunities and that federal and state law require districts to provide transportation for students with disabilities.
