Prohibits any person, company, or organization from paying money or other valuable consideration on a per-affidavit basis to individuals who assist others in voter registration, and prohibits receipt of such per-affidavit payments.

Allows payment for voter registration assistance that is not based on a per-affidavit basis.

Requires organizations that pay for voter registration assistance to maintain records of compensated individuals for three years, provide written statements of legal responsibilities, and separate compliant from non-compliant affidavits.

Creates misdemeanor penalties of up to $1,000 fine and/or six months county jail (or one year if willful) for organizations failing to comply; increases to $10,000 fine and/or one year jail for third or subsequent convictions.

Requires elections officials to notify payor organizations when three or more affidavits submitted by a registration assistant each violate specified voter registration provisions, and allows forwarding to district attorney for probable cause determination.
