Adds Section 14534.1 to the Government Code to preserve the California Transportation Commission's independent authority to perform its powers, duties, and functions.

Ensures the Commission retains independent authority notwithstanding provisions in the Governor's Reorganization Plan No. 2 of 2012 that would establish a Transportation Agency.

Becomes operative on July 1, 2013, only if the Governor's Reorganization Plan No. 2 of 2012 takes effect.

Provides that this bill's provisions prevail over any conflicting provisions in the Governor's Reorganization Plan No. 2 of 2012, regardless of when either takes effect.
