Increases the State Air Resources Board from 11 members to 12 members appointed by the Governor with Senate consent based on demonstrated interest and ability in air pollution control.

Requires 6 members with specific qualifications including one with automotive engineering experience, one with chemistry/meteorology/agriculture/law background, one physician specializing in health effects of air pollution, two public members, and one member with related air pollution control experience.

Requires 6 members from local air quality districts including representatives from South Coast, Bay Area, San Joaquin Valley Unified, San Diego County, and one from Sacramento Metropolitan, Placer County, Yolo-Solano, Feather River, or El Dorado County districts, plus one from any other district.

Mandates the Governor fill any board vacancy within 30 days, with the Senate Committee on Rules authorized to make the appointment if the Governor fails to act within that timeframe.

Prohibits state board members who also serve on district boards from participating in state board actions regarding their home district.
