Redirects gasoline excise tax revenues from aviation, boats, agricultural vehicles, and off-highway vehicles to the General Fund from July 1, 2012 through June 30, 2015, then transfers them to the Highway Users Tax Account beginning July 1, 2015.

Appropriates all weight fee revenues from the State Highway Account for the 2011-12 fiscal year for transfer to the General Fund as debt service reimbursement and loans, with $42,000,000 transferred as a loan on July 1, 2012.

Starting with the 2012-13 fiscal year, requires weight fee revenues to be transferred for transportation bond debt service reimbursement, with any remaining revenues transferred to the General Fund as loans repayable by June 30, 2021.

Authorizes the Department of Transportation to meet public notice requirements for state contracts through electronic publication on the department's website in addition to traditional newspaper publication.

Requires the Controller to transfer $432,200,000 from the Motor Vehicle Account to the General Fund as a loan in the 2012-13 fiscal year, with repayment required no later than June 30, 2016.
