AB 1466 Summary

• Appropriates $5,000,000 to the Chancellor of the California State University to fund the California Open Education Resources Council, Digital Open Source Library, and development of open education resources, with funds reverting to the Golden State Scholarshare Trust if not matched by private funds.

• Extends the deadline for vote by mail ballots to 3 days after election day if the ballot is postmarked on or before election day or the voter submits a declaration under penalty of perjury that the ballot was voted and mailed by 8 p.m. on election day.

• Increases the deadline for elections officials to submit certified election result statements to the governing body from 28 days to 31 days after the election.

• Authorizes the Scholarshare Investment Board to continue administering accounts and making awards to persons who qualified for the Governor's Scholarship Programs as they existed on January 1, 2003.

• Provides that if the Commission on State Mandates determines the bill contains state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
