AB 1468 Summary

• Transitions Healthy Families Program enrollees to Medi-Cal in four phases beginning January 1, 2013, with premium caps of $13 per child per month (maximum $39 per family) for families earning 150-200% of federal poverty level.

• Removes age restrictions on Medi-Cal full-scope benefits for optional targeted low-income children and establishes contracted vendor support through the Healthy Families Program administrative vendor for enrollment processing and case maintenance.

• Establishes a dual eligible Medicare-Medi-Cal demonstration project in up to 8 counties to coordinate services for individuals eligible for both programs, with mandatory managed care enrollment except for those with end-stage renal disease or other specified exemptions.

• Authorizes the State Department of Public Health to share HIV/AIDS program enrollment data with LIHP participating entities and vice versa to facilitate transitions from Ryan White Act funded programs to Low Income Health Program services.

• Appropriates $1,000 to the State Department of Health Care Services for administration and allows the department to defer fee-for-service and managed care payments to comply with federal Medicaid requirements.
