Extends the skilled nursing facility quality assurance fee assessment and rate methodology through July 31, 2015 (previously set to expire July 31, 2013)

Modifies calculation of rates for skilled nursing facilities and requires quality and accountability payments beginning with the 2013-14 rate year, funded by the Skilled Nursing Facility Quality and Accountability Special Fund

Extends the tax on Medi-Cal managed care plan total operating revenue through July 1, 2014 (previously set to expire July 1, 2012) and allocates $15 million annually beginning January 1, 2013 for performance-based incentive payments to eligible managed care plans

Adds requirements for nursing facilities to provide discharge planning and referrals related to federal Minimum Data Set Section Q assessments for community-based care options

Repeals inoperativeness provision from prior law to ensure that amendments made by this bill do not trigger automatic repeal of related statutory provisions
