AB 1472 Summary

• Establishes statewide specialized resource service to track available specialty residential beds, clinical services, and coordinate with regional centers to reduce reliance on developmental centers and out-of-state placements.

• Limits developmental center admissions commencing July 1, 2012, to five categories: court-committed individuals to secure treatment at Porterville, those in acute crisis at Fairview, incompetent-to-stand-trial defendants, individuals under Section 4508, and juveniles, with no voluntary admissions permitted.

• Authorizes certain residential facilities to install and utilize delayed egress devices (30-second time delay) and secured perimeters for individuals with developmental disabilities ages 14 and older who lack hazard awareness or impulse control, subject to state approval and comprehensive assessments.

• Requires regional centers to limit out-of-state service purchases to no more than six months with comprehensive assessments and utilization of statewide specialized resource service; prohibits new purchases from institutions for mental disease ineligible for federal Medicaid funding effective July 1, 2012.

• Reduces regional center payments for services by 1.25 percent from July 1, 2012, to June 30, 2013, and extends temporary modifications to personnel requirements and suspension of annual review reporting requirements through June 30, 2013.
