• Amends the Budget Act of 2012 by revising appropriations across multiple state departments and agencies for the 2012-13 fiscal year, including the Judicial Branch, Department of Transportation, Department of Health Care Services, and Department of Social Services.

• Reduces employee compensation statewide by $401.7 million from General Fund items and $437.4 million from other funds through memoranda of understanding, furloughs, and other reductions for nonrepresented employees.
