Reallocates juvenile justice funds from the Local Revenue Fund 2011 between two accounts: 94.481% to the Youthful Offender Block Grant Special Account and 5.519% to the Juvenile Reentry Grant Special Account, starting in fiscal year 2012-13.

Changes the CalWORKs Maintenance of Effort allocation requirement so the Controller allocates all amounts deposited into the subaccount, rather than only amounts remaining unexpended and unreserved on the 15th of each month.

Appropriates $1,000 from the General Fund to the Department of Corrections and Rehabilitation for administrative operations.

Takes effect immediately as a budget-related bill under California Constitution Article IV, Section 12(e).
