AB 1498 Summary

• Amends Government Code Section 11545 to establish the Department of Technology within the Government Operations Agency, replacing the California Technology Agency, if Governor's Reorganization Plan No. 2 of 2012 becomes effective on July 1, 2013.

• Designates the Director of Technology as the State Chief Information Officer, appointed by and serving at the pleasure of the Governor subject to Senate confirmation, who shall report directly to the Governor on information technology issues.

• Transfers duties from the Secretary of California Technology to the Director of Technology, including establishing IT strategic plans, policies, standards, enterprise architecture, and overseeing state information technology performance management and projects.

• Requires the Director of Technology to produce annual IT strategic plans and performance reports submitted to the Joint Legislative Budget Committee by January 15 each year, including cost savings and efficiency metrics.

• Directs the Governor or designee to develop a plan for transitioning information technology procurement authority from the Department of General Services to the Department of Technology, with stakeholder input from the Legislature, Department of Finance, and other relevant entities.
