Requires bond measures and constitutional amendments (including those proposed by initiative) to appear first on statewide ballots, before all other legislative, initiative, and referendum measures.

Establishes ballot order as: bond measures, constitutional amendments, legislative measures, initiative measures, then referendum measures, with each category ordered by qualification or approval date.

Appropriates $1,000 from the General Fund to the Secretary of State to direct counties on ballot preparation and prepare the ballot pamphlet consistent with these changes.

Takes effect immediately as a budget-related bill and was approved by the Governor on June 27, 2012.
