CA AB1508

Modifies exemption from cash/check payment requirement for junk dealers and recyclers to apply when the majority (rather than primary purpose) of a transaction involves beverage container redemption, limited to purchases of nonferrous material valued at $20 or less per transaction.

Excludes copper and copper alloy materials from the beverage container redemption exemption, requiring they still follow standard cash/check payment and identification documentation requirements.

Expands acceptable forms of identification to include passports from other countries with additional address-bearing identification or Matricula Consular with additional address-bearing identification, in addition to existing driver's license and government-issued ID options.

Maintains existing requirements for junk dealers and recyclers to obtain photographs/videos of sellers and materials, preserve records for two years, obtain thumbprints, and comply with documentation standards for nonferrous material transactions.

Includes a contingency provision that Section 1.5 becomes operative only if both AB 1508 and AB 1583 are chaptered by January 1, 2013, with AB 1508 chaptered after AB 1583.
