Increases maximum civil penalties for negligent violations of excavation requirements from $10,000 (first) and $100,000 (subsequent) to match new amounts specified in amended Section 4216.6

Establishes that each violation of a separate requirement and each day a violation occurs constitutes a separate violation subject to civil penalty, though multiple violations from a single excavation are capped at first-violation penalties if the operator has no prior violations

Authorizes the Attorney General, district attorney, or local/state permitting agencies to bring enforcement actions for civil penalties upon receipt of investigation reports from the Public Utilities Commission or an operator

Requires the Public Utilities Commission to include summaries of damage reports and investigations in its annual report to the Governor and Legislature

Clarifies that the bill does not create new civil remedies for personal injury or property damage and does not provide additional jurisdiction to the Public Utilities Commission
