Requires county retirement boards and boards of investments (in counties with retirement system assets exceeding $800,000,000) to adopt a policy for providing education to board members.

Mandates all board members receive a minimum of 24 hours of education within their first 2 years of service and for every subsequent 2-year period of service, covering topics including fiduciary responsibilities, ethics, pension fund investments, actuarial matters, and governance.

Establishes that educational seminars sponsored by state or national public pension fund organizations and accredited academic institutions automatically qualify as meeting board member education requirements.

Requires each board to maintain compliance records and post the education policy and an annual compliance report on the retirement system's website.
