AB 1532 Summary

• Prohibits the Governor's written findings on linkages between California's greenhouse gas market-based compliance mechanism and other states, provinces, or countries from being subject to judicial review.

• Requires the Governor to issue findings within 45 days of receiving notice of a proposed linkage, considering the Attorney General's advice, and must provide findings to the Legislature.

• Establishes oversight of the Western Climate Initiative, Incorporated by adding two legislative appointees (from Senate Rules Committee and Assembly Speaker) as nonvoting board members.

• Requires the Department of Finance to develop and submit a 3-year greenhouse gas emissions reduction investment plan to the Legislature, with updates every three years beginning with the 2016-17 fiscal year budget.

• Specifies that revenues from the Greenhouse Gas Reduction Fund must be used for projects reducing greenhouse gas emissions, with priority given to disadvantaged communities, job creation, and clean energy projects.
