Requires the Department of Transportation and local authorities to include language on replacement HOV lane signs stating that motorcycles are permitted to use those lanes in areas where motorcycles are allowed.

Applies only when replacing existing HOV lane designation signs in areas that already permit motorcycle use.

Creates a state-mandated local program, with reimbursement for costs to be made through existing statutory procedures if the Commission on State Mandates determines costs are mandated by the state.

Maintains existing law allowing motorcycles, mass transit vehicles, and marked paratransit vehicles to use HOV lanes unless specifically prohibited by traffic control devices.
