Removes prohibition on text-based communications while driving if using a device specifically designed and configured for voice-operated, hands-free operation to dictate, send, or listen to texts.

Defines "write, send, or read a text-based communication" as manually communicating via text message, instant message, or electronic mail using an electronic wireless communications device.

Excludes from the prohibition: reading, selecting, or entering a telephone number or name to make/receive calls, or activating/deactivating device features or functions.

Establishes violation penalties of $20 base fine for first offense and $50 for each subsequent offense as an infraction.

Exempts emergency services professionals operating authorized emergency vehicles within the course and scope of their duties.
