• Subjects Public Utilities Commission orders, recommendations, and accident reports to public disclosure under the California Public Records Act, except where exempted by law.

• Requires electrical corporations' proposed procurement plans to remain confidential regarding market-sensitive information, while providing access to the Office of Ratepayer Advocates and other non-market participant consumer groups under commission-authorized confidentiality procedures.

• Makes it a misdemeanor for any present or former Public Utilities Commission officer or employee to divulge information whose disclosure is exempted or prohibited by federal or state law.

• Clarifies that no state reimbursement is required for local agencies or school districts since costs relate only to changes in criminal penalties under this act.
