• Makes it a violation of Penal Code Section 550 for a business organization offering outpatient elective cosmetic procedures to be owned or operated in violation of Section 2400 while employing physicians to facilitate such procedures.

• Defines "outpatient elective cosmetic medical procedures or treatments" as medical procedures performed solely to improve appearance by altering or reshaping normal body structures.

• Exempts arrangements currently authorized by law, including medical facilities and businesses authorized under Health and Safety Code Section 1206.

• States that the bill's provisions are declaratory of existing law and requires no local reimbursement under the California Constitution.
