Creates Office of Permit Assistance within Office of Planning and Research to develop guidelines for expedited development permit processes and provide technical assistance to developers on state and local permit requirements.

Requires cities, counties, and charter cities/counties with population of 100,000 or more to designate a single administrative entity as applicant's point of contact for commercial and industrial development projects upon request.

Authorizes Office of Permit Assistance to charge applicants fees not exceeding reasonable costs for services and to develop a consolidated project information form for commercial or industrial development projects in consultation with state agencies.

Requires local agencies receiving grant funding to enact ordinances adopting expedited permit processes within 10 months; guidelines are advisory and do not mandate local agency compliance.

Provides that no state reimbursement is required because local agencies may charge fees sufficient to cover program costs; declares bill takes effect immediately as urgency statute.
