Authorizes special interest license plates that honor all veterans or veterans who served in specific wars or armed conflicts, available to registered owners or lessees of vehicles upon application.

Increases fees for veterans' license plates: $50 for initial issuance, $40 for renewal, $15 for transfer, $35 for replacements, $10 for replacement decals, and $78 for personalization.

Requires the Department of Motor Vehicles to issue distinctive decals by July 1, 2013, honoring veterans of particular wars or armed conflicts, with an alternative "yellow ribbons/support our troops" decal option available upon request.

Directs the DMV to discontinue decals from inventory if demand is insufficient to maintain them cost-effectively.

Revenue from additional fees, minus DMV costs, is deposited into the Veterans Service Office Fund for allocation to county veterans service offices.
