Allows only one fee to be charged for the purchase of multiple non-handguns in a single transaction until January 1, 2014; beginning January 1, 2014, only one fee applies to all firearms regardless of type in a single transaction.

Adds importation to the list of activities (manufacture, possession, transportation, and sale) for which the Department of Justice may issue permits for short-barreled rifles and short-barreled shotguns.

Specifies that permits for short-barreled rifles and shotguns may only be issued for film/entertainment productions using blank cartridges or for licensed dealers and manufacturers selling to law enforcement and other specified entities.

Clarifies that the amendments regarding importation of short-barreled rifles and shotguns are declaratory of existing law.
