Requires the State Department of Social Services to waive the CalFresh gross income test for individuals who are categorically eligible for CalFresh and whose household receives or is eligible to receive Medi-Cal medical assistance, to the extent permitted by federal law.

Establishes categorical eligibility for CalFresh to include households receiving or eligible to receive cash assistance under CalWORKs or food assistance under specified programs.

Authorizes the department to implement changes through all-county letters or director instructions until emergency regulations are filed, with emergency regulations due by January 1, 2010 and full implementation by January 1, 2010.

Requires the department to adopt final regulations implementing the program by July 1, 2010.

Mandates state reimbursement to local agencies and school districts for any costs determined by the Commission on State Mandates to result from this legislation.
