Prohibits California State University trustees from entering into or renewing contracts that provide administrator compensation increases when General Fund appropriations decrease year-over-year or when mandatory resident tuition or fees increase in the same fiscal year, effective January 1, 2013.

Requests the University of California Regents not to enter into or renew similar contracts with the same restrictions on administrator compensation increases.

Caps administrator compensation increases at 10 percent relative to the immediately preceding compensation, with subsequent annual increases limited to the percentage of inflation as measured by the California Consumer Price Index.

Defines "administrator" broadly for CSU to include the Chancellor, vice chancellors, campus presidents, assistant/associate/vice presidents, provosts, vice provosts, and chief campus counsel.

Defines "administrator" broadly for UC to include the President, vice presidents, regents' secretary, treasurer, general counsel, chancellors, and other senior campus officials with the same titles as CSU positions.
