Authorizes school district governing boards to permit unpaid volunteers (excluding registered sex offenders) to perform capital maintenance projects in the district.

Prohibits school districts from abolishing classified positions and replacing laid-off employees with volunteers, or from leaving classified positions vacant by using volunteers instead.

Provides that if the volunteer provisions conflict with collective bargaining agreements entered into before January 1, 2013, the bill's provisions do not apply to that district until the agreement expires.

Establishes legislative intent to allow school districts to use volunteers to enhance educational programs without displacing classified employees or reducing normal staffing requirements.
