Requires school districts with average daily attendance of 2,500 or more to use standardized prequalification questionnaires and financial statements (verified under oath) for construction contracts on state-funded projects with projected expenditures of $1,000,000 or more, effective for contracts awarded January 1, 2014 through December 31, 2018.

Mandates school districts adopt and apply uniform rating systems based on questionnaires and financial statements covering standards set by the Department of Industrial Relations, with prequalification valid for one calendar year on a quarterly or annual basis.

Requires bidders to include general contractors and all electrical, mechanical, and plumbing subcontractors, with prequalified contractor lists available to all bidders at least five business days before bid opening.

Exempts school districts with average daily attendance below 2,500 and prohibits public disclosure of questionnaires and financial statements submitted by bidders.

Directs the Director of Industrial Relations to submit a report by January 1, 2018 evaluating whether Labor Code violations on school district projects have decreased and recommending improvements to the prequalification system.
