Prohibits charter schools from extending admission preferences based on a parent's or guardian's contribution of time to support charter school activities or financial contributions to the charter school.

Maintains existing preferences for pupils currently attending the charter school and pupils who reside in the school district when enrollment exceeds capacity.

Allows other preferences on an individual charter school basis only if consistent with law and not based on parental time or financial contributions.

Applies to charter schools statewide when determining admission through public random drawing if the number of applicants exceeds school capacity.
