Service authority for freeway emergencies in San Diego County dissolves on January 1, 2013, with the San Diego Association of Governments (SANDAG) becoming the successor authority to maintain the callbox system on freeways and expressways.

Any reserves exceeding $4,000,000 held by the authority must be distributed by March 31, 2013, to cities and the unincorporated county area in proportion to fees paid during the 2010-11 fiscal year, with distributed funds used only for authorized purposes.

During the transition period between the bill's effective date and January 1, 2013, the authority cannot expend funds or enter contracts without written approval from SANDAG.

SANDAG must post a detailed budget on its Internet website showing revenues from the $1 annual vehicle registration fee and all expenditures of these funds.

SANDAG, as the successor authority, may continue funding police, fire, and rescue helicopter programs consistent with existing law.
