Prohibits public schools from charging pupil fees for participation in educational activities, including curricular and extracurricular activities, and requires all supplies and materials be provided free of charge to students.

Establishes that fee waiver policies do not make pupil fees permissible and prohibits schools from creating a two-tier educational system where higher standards are only available through payment.

Authorizes complaints of noncompliance to be filed under uniform complaint procedures with school principals, allows anonymous complaints, and requires the State Department of Education to issue a written appeal decision within 60 days.

Requires schools to provide remedies to affected pupils, parents, and guardians including reasonable efforts to ensure full reimbursement if merit is found in a complaint or appeal.

Mandates the State Department of Education to develop and distribute guidance on pupil fees to county superintendents and charter school administrators beginning in the 2014-15 fiscal year and every three years thereafter.
