Makes it an infraction for floral and ornamental product/service vendors to misrepresent their business location by listing a local telephone number without identifying the true physical address including city, or by using a fictitious/assumed business name that misrepresents location without identifying the true address.

Infraction is punishable exclusively by a fine not exceeding $250.

Exempts publishers of telephone directories, Internet aggregator websites, print advertising media owners, Internet service providers, and Internet advertising services from the requirements.

Does not impose obligations on persons other than floral and ornamental product/service vendors.

Specifies no state reimbursement is required to local agencies or school districts as the costs stem from creating a new infraction under existing constitutional provisions.
