Permits junk dealers and recyclers to accept passports from any country or Mexican Matricula Consular (with additional address identification) as valid identification from sellers, expanding acceptable forms of ID beyond driver's licenses.

Prohibits junk dealers and recyclers from purchasing bulk merchandise pallets marked with ownership indicators unless purchased from the indicated owner or seller provides proof of ownership/authorization from the owner.

Requires payment for 5 or more bulk merchandise pallets to non-owners be made by check mailed to seller's address or by cash/check on or after the 3rd business day following the transaction.

Expands the definition of merchandise pallets to include those marked with "indicia of ownership" (words, symbols, or trademarks identifying the owner) and makes obliteration of such ownership markings a crime.

Modifies requirements for persons purchasing plastic bulk merchandise containers for recycling/shredding to obtain proof of ownership records or bills of lading from sellers delivering 5 or more containers.
