Requires Department of Consumer Affairs boards to waive renewal fees, continuing education requirements, and other renewal requirements for licensees called to active duty with the United States Armed Forces or California National Guard, provided they held a current valid license at the time of activation.

Prohibits licensees from engaging in licensed activities while renewal waivers are in effect, unless the board converts their license status to "military active" to allow provision of services solely for military purposes with no private practice permitted.

Requires licensees to complete all necessary renewal requirements within six months of discharge from active duty before resuming licensed activities.

Mandates licensees notify their board within 60 days of receiving notice of discharge from active duty service.

Does not apply to boards that already have similar statutory license renewal waiver processes authorized by law.
