Amends Government Code Section 54952 to include assessment appeals boards within the definition of "legislative body" under the Ralph M. Brown Act, subjecting them to open meeting requirements.

Allows assessment appeals boards, including boards of supervisors when sitting as an assessment appeals board, to meet in closed session as provided by Revenue and Taxation Code Section 1605.4.

Declares that assessment appeals boards are quasi-judicial bodies and exempts them from the application of Sections 54954.3 and 54957.5 of the Government Code.

Imposes a state-mandated local program and requires reimbursement to local agencies and school districts for any costs mandated by the state, as determined by the Commission on State Mandates.
